Building a New Home in Goleta: Design Review, Zoning Clearance and the City Permit Path

Planning guide · updated November 2026

Goleta sits between the Santa Ynez Mountains and the Pacific, just west of Santa Barbara, with established neighborhoods, Old Town and pockets of Coastal Zone lots. New custom homes here almost always replace an existing house, and the City of Goleta — not the County — issues the planning and building approvals inside city limits. Here is how we plan a new home in Goleta so Design Review, the Zoning Clearance, water entitlement and fire review are clear before drawings are final.

Harrod Built builds new custom homes and whole-home rebuilds across Santa Barbara County, Goleta included. Own a Goleta lot or an older house you plan to replace, or hold a plan set that needs pricing? Phone 805-712-8993 or fill in the form at the bottom of this page.

The short answer

Inside the City of Goleta, a new single-family home that needs a building or grading permit goes through Design Review Board Conceptual, Preliminary and Final review under the Zoning Ordinance, then a Zoning Clearance that effectuates that Design Review approval before Building and Safety will take a full plan check. Land Use Permit rules apply outside the Coastal Zone unless another discretionary approval besides Design Review already covers the project. Coastal Zone lots add a Coastal Development Permit path. Goleta Water District letters and Santa Barbara County Fire Planning and Engineering review run alongside, and the Public Portal is the electronic front door for planning and building filings. 1. Who reviews what

One City, several desks and two utility tracks

Inside city limits, Planning and Environmental Review and Building and Safety sit at City Hall, with applications filed through the City of Goleta Public Portal. Fire protection for City of Goleta projects is reviewed by the Santa Barbara County Fire Department, which also sits on the City’s Development Review Committee. Water and sewer are separate districts. This is how the work usually splits on a new Goleta house:

Planning and Environmental ReviewZoning district and overlays, Land Use Permit when required, Design Review Board Conceptual through Final review, Zoning Clearance that effectuates Design Review, and Coastal Development Permit questions on Coastal Zone lots.

Summarized from the City of Goleta Public Portal, Goleta Municipal Code Chapters on Design Review, Land Use Permits, Zoning Clearance and Coastal Development Permits, the Goleta Water District application process outline and the Santa Barbara County Fire Department Planning and Engineering page, read November 5, 2026.

Mailing address alone does not decide jurisdiction. Lots just outside the city line are permitted by the County of Santa Barbara instead; our Santa Barbara County building permits guide covers that path. Our Santa Barbara hub and Goleta custom home page describe the homes we take on here, and we also work in nearby Montecito, Hope Ranch, Carpinteria and Santa Ynez. City of Santa Barbara design review is a different board; see our Santa Barbara Single Family Design Board guide. (we confirm per lot)

2. Design Review Board

Conceptual, Preliminary and Final for a new house

The Design Review chapter of the Goleta Municipal Code says projects that need a building or grading permit and involve new construction go to the Design Review Board unless an exemption applies. A new custom home is not a minor exemption: it goes through the Board’s three levels of review.

  • Conceptual Review. Early massing, site planning and neighborhood fit. No formal approval is issued; staff or the Board may ask for story poles, a site visit or more studies.
  • Preliminary Review. The formal Design Review action. Size, site plan, elevations, landscape concept and hardscape are resolved here; the decision can be appealed under the Title.
  • Final Review. Working drawings with colors, materials, lighting, final grading and drainage and final landscaping. Plans must match Preliminary approval; Final Design Review Board approval is not appealable under the Title.

The Board weighs bulk and scale, materials, privacy, solar access, dark-sky lighting, landscape and how the house sits with its neighbors. Old Town Heritage Overlay lots and freeway-corridor overlay lots also follow those adopted guidelines. We settle the Design Review path before structural drawings are finished, because a material or massing change after Preliminary can send the project back. (we confirm per lot)

3. Land Use Permit and Zoning Clearance

How planning locks in before Building

Outside the Coastal Zone, the Land Use Permits chapter of the Goleta Municipal Code generally requires a Land Use Permit before erection, rebuilding or demolishing work begins, with listed exceptions. One important exception: a Land Use Permit is not required when the project already needs a discretionary approval other than Design Review Board action. When Design Review Board approval is the discretionary piece, a Zoning Clearance still has to effectuate that approval.

The Zoning Clearance chapter of the Goleta Municipal Code requires a Zoning Clearance to effectuate Design Review Board approvals (and Development Plans, Conditional Use Permits and Coastal Commission Coastal Development Permit approvals). Before the Director issues that effectuating Zoning Clearance, prior approvals must be in hand and any “prior to Zoning Clearance” conditions must be met. Building plan check follows Zoning Clearance; the City’s post-entitlement sequence makes that order explicit. We treat Zoning Clearance as the gate between planning and Building and Safety, not as a paperwork afterthought.

4. Coastal Zone lots

When a Coastal Development Permit joins the stack

Not every Goleta address is in the Coastal Zone, but when it is, the Coastal Development Permits chapter of the Goleta Municipal Code applies. Development in the Coastal Zone needs a Coastal Development Permit unless an exemption or exclusion fits. Some lands stay in Coastal Commission original jurisdiction; others are reviewed by the City under its Local Coastal Program path. When the Coastal Commission issues the Coastal Development Permit, the City follows with a Zoning Clearance under the Zoning Clearance chapter.

We confirm Coastal Zone status and appeals jurisdiction on the lot map early. A coastal lot can change noticing, findings and the order of City versus Commission action. Neighboring Carpinteria is entirely coastal and uses a different City process; our Carpinteria building permit guide covers that town. (we confirm per lot)

5. Water: Goleta Water District

Entitlement before you count on a meter

Almost every Goleta address takes domestic water from the Goleta Water District new water service page. The District’s Goleta Water District application process outline starts many City or County planning applicants with a Preliminary Water Service Determination that Planning must sign and return before a Preliminary Conditions Letter. After plan review, the District issues a Conditional Can and Will Serve Letter, then a Final Can and Will Serve Letter after it receives a copy of the City’s final building permit and any remaining conditions are met.

The District also publishes an advisory tied to its SAFE Water Supplies Ordinance and a board resolution that directs denial of applications for new or expanded potable service connections when new allocation would be required. Properties that already hold water entitlements are treated differently from vacant or upsized projects that need new allocation. A whole-home rebuild on a lot with an existing house often turns on what entitlement already attaches to that parcel. We open a District conversation before schematic design so water availability is a known constraint, not a late surprise.

6. Fire, flood, oil wells and sewer

County Fire plus the lot’s other overlays

The Santa Barbara County Fire Department Planning and Engineering page reviews City of Goleta development through its Planning and Engineering section and participates in the City’s Development Review Committee. The SBCFD Completeness Guide for Planning Projects covers apparatus access, fire-protection water, residential fire sprinklers and vegetation management in qualitative terms; we design driveways, hydrant reach and defensible space to those standards instead of inventing our own.

Our hillside lot guide covers hillside grading themes that show up on foothill Goleta lots. (we confirm per lot)

7. Building and Safety submittal

Public Portal plan check after Zoning Clearance

After Zoning Clearance, Building and Safety takes the building permit application through the City of Goleta Public Portal. The City’s residential plan-check expectations, summarized from its published checklist, include a complete scaled PDF set prepared by licensed professionals, a soils report for new construction, structural calculations, energy compliance with required forms reproduced on the plans, site plan information (setbacks, drainage, parking, hydrant location) and elevation and section drawings. Stamps are required at submittal; signatures are required before issuance.

  • State Energy Code. The 2025 Energy Code applies to permit applications filed on or after January 1, 2026; our Title 24 overview explains the energy side of a new home.
  • CalGreen and local amendments. Green building and any City reach-code items ride with the building set.
  • Separate fire sprinkler drawings. Residential sprinkler design is typically a companion submittal to County Fire, not a buried sheet in the architectural set.

Owners weighing whether to pull permits themselves can read our owner-builder comparison.

9. Before you design

Questions to answer about your Goleta lot

  1. Is the lot inside City of Goleta limits, and is there a current boundary and topographic survey?
  2. Which zoning district and overlays apply (including Old Town Heritage or freeway-corridor design guidelines)?
  3. Is any part of the lot in the Coastal Zone or Coastal Commission original jurisdiction?
  4. What Goleta Water District entitlement already attaches to the parcel, and is a Preliminary Water Service Determination required?
  5. Which sanitary district serves the address, and what will-serve steps does it require?
  6. Do flood mapping, abandoned oil wells, protected trees or easements move the footprint?
  7. Will Santa Barbara County Fire ask for apparatus access, sprinklers or vegetation work beyond a standard flat lot?
  8. What grading, drainage and right-of-way work will Public Works review with a new dwelling?

Owners with an architect can send us drawings to estimate and build; owners starting from scratch can have Harrod Drafting & Design, our sister studio, draw the house and the permit set.

How we help

What Harrod Built brings to a Goleta new home

Harrod Built (CSLB #986950) is a family-run general contractor building across Santa Barbara, San Luis Obispo and Monterey counties. Harrod Built is building a home in Goleta right now. On a new home or a whole-home rebuild in the City of Goleta, our part usually includes:

  • Lot review up front. Zoning, Design Review path, Coastal Zone status, water entitlement, fire access, flood and oil-well checks, confirmed before an estimate.
  • Estimates during design. Pricing while massing and materials can still change under Design Review.
  • Demolition lined up. Utility disconnects, demolition permitting and tree protection set before the old house comes down.
  • Site work from engineered plans. Soils, grading, foundation, drainage and frontage built from the real set, not allowances.
  • Run to City and district rules. Public Portal filings, Design Review package support, County Fire coordination and a clean site for the street.
  • Design support. Harrod Drafting & Design can draw the house and permit set, or we build from your architect’s plans.
  • Landscape. Paso Robles Landscaping, our landscape company, handles planting, irrigation and hardscape to the approved plan, including fire-wise planting when County Fire requires it.

Before hiring any builder, look up the license on the state license lookup; the CSLB’s advice on hiring a contractor and our article on how to check a CSLB license explain what to check. Nearby we also build in Goleta, Montecito, Hope Ranch, Carpinteria and Santa Ynez, and across Santa Barbara County, San Luis Obispo and Monterey counties, through general contracting or design-build. Our process page walks from estimate to move-in, and our contract type comparison explains fixed-sum and cost-plus agreements. FAQ

Common questions

Something else on your mind? Call Michael at 805.712.8993.

Do I need Design Review for a new house in Goleta?

Yes, in almost every case. The Goleta Municipal Code sends projects that need a building or grading permit and involve new construction to the Design Review Board, with Conceptual, Preliminary and Final levels of review, unless a narrow exemption applies. A new custom home is not treated as a minor exemption.

What is a Zoning Clearance in Goleta?

A Zoning Clearance is the Director-issued permit that effectuates Design Review Board approval (and certain other discretionary approvals) before Building and Safety plan check. Prior-to-clearance conditions have to be met first.

Who issues building permits in the City of Goleta?

The City of Goleta Building and Safety Division, through the Public Portal, after required planning approvals and Zoning Clearance. Santa Barbara County Fire Department reviews fire aspects; it does not replace the City building permit.

How does Goleta Water District fit a new home?

Most applicants start with a Preliminary Water Service Determination for City planning, then a Preliminary Conditions Letter, a Conditional Can and Will Serve Letter after plan review, and a Final Can and Will Serve Letter after the City building permit. New allocation is restricted under District policy; existing entitlements on a parcel are reviewed case by case.

Is my Goleta lot in the Coastal Zone?

Some City lots are; many are not. Coastal Zone parcels need a Coastal Development Permit path under the Municipal Code, which may involve the City, the Coastal Commission or both. Confirm on the City maps before schematic design.
