Morro Bay Building Permit Guide for Custom Homes and Whole-Home Rebuilds

Planning guide · updated November 2026

Morro Bay sits on the San Luis Obispo County coast between Cayucos and Los Osos, with Embarcadero waterfront blocks, hillside streets above the Rock and quieter inland neighborhoods under City zoning. New custom homes here often replace an older house, and the City of Morro Bay — not the County — issues the planning and building approvals inside city limits. Here is how we plan a new home in Morro Bay so design review, the Coastal Development Permit path and Water Equivalency Unit rules are clear before drawings are final.

Harrod Built takes new custom homes and full rebuilds throughout San Luis Obispo County, including Morro Bay. Have a Morro Bay lot, an older house you intend to replace, or drawings that need a written estimate? Call 805-712-8993 or use the form farther down this page.

In the City of Morro Bay, Plan Morro Bay and the Title 17 Coastal Implementation Plan, design review, a Coastal Development Permit path, Water Equivalency Unit rules and Building Division Electronic Plan Review shape a new home well before the building permit is issued.

The short answer

Inside the City of Morro Bay, a new single-family home needs Community Development planning review under Title 17 before the Building Division will take a full plan check. Design review under Chapter 17.38 applies to new exterior construction, with larger single-unit projects heard by the Planning Commission and smaller ones decided by the Director, often filed together with other discretionary permits. Coastal Zone development generally needs a Coastal Development Permit under Chapter 17.39 of the certified Coastal Implementation Plan, with Director or Planning Commission review depending on scope and whether the location is appealable to the California Coastal Commission. New water users are regulated under Municipal Code Chapter 13.20 Water Equivalency Units, which generally must be allocated after planning approvals before a building permit can move. Building applications file through the City Community Portal with Electronic Plan Review. (we confirm per lot)

1. Offices on a Morro Bay new home

City planning, building, water and the coastal desk

Inside city limits, Planning and Building sit in the City of Morro Bay Community Development page, with building applications filed through the City of Morro Bay Community Portal. Fire-code and Public Works pieces route with the building set, and domestic water is a City system. This is how the work usually splits on a new Morro Bay house:

Office or agencyWhere it shows up on a new Morro Bay house
Planning Division (Community Development)Zoning district and overlays under Title 17, Plan Morro Bay consistency, design review under Chapter 17.38, Coastal Development Permit path under Chapter 17.39, and hearing or Director decisions before Building takes a full residential plan check.
Building DivisionElectronic Plan Review, residential plan check, permit issuance and field inspections after required planning steps, through the City Community Portal.
Public Works and FireConcurrent plan routing for street, drainage and utility items and for fire-code companion sheets, as shown on the City Building Permit Process flowchart.
City Water Division and Water Equivalency programDomestic water on the City system, plus Water Equivalency Unit allocation under Municipal Code Chapter 13.20 when a project adds new water use.
California Coastal CommissionCertifies the City Local Coastal Program Implementation Plan, retains original jurisdiction on specified lands, and hears appeals from appealable Coastal Zone locations.

Drawn from the City of Morro Bay Community Development, Building Division, Planning Documents and Plan Morro Bay pages, the Building Permit Process flowchart, the Zoning Code and Coastal Implementation Plan (Title 17 Chapter 17.38 and Chapter 17.39), Municipal Code Chapter 13.20, the Water Division page and the California Coastal Commission coastal development permit page, read November 5, 2026.

A mailing address is not enough to pick the desk. Parcels just outside the city line go to the County of San Luis Obispo; our SLO County city-versus-County permits guide covers that split, and our SLO County coastal development permit guide covers coastal rules along the County shore. Our San Luis Obispo County hub and Morro Bay custom home page describe the homes we take on here, and we also work in nearby Cayucos, Los Osos, Cambria, Pismo Beach, Avila Beach and Arroyo Grande. Inland City of San Luis Obispo permits are a separate path; see our City of San Luis Obispo permit guide. (we confirm per lot)

2. Plan Morro Bay plus the Title 17 code book

Land use plan, certified Implementation Plan and zoning districts

The City’s Plan Morro Bay General Plan and Local Coastal Program page page is the home for Plan Morro Bay, the combined General Plan and Local Coastal Program. The Planning Documents page page lists the Zoning Code, Residential Design Guidelines, coastal appeals mapping and related plans that sit beside it.

The published Zoning Code and Coastal Implementation Plan is Title 17 of the Municipal Code. The City PDF notes Coastal Commission certification of the Implementation Plan, and Section 17.01.050 explains that identified portions of Title 17 are the Coastal Implementation Plan that carries out the Land Use Plan, including the rules for Coastal Development Permits.

That matters on a rebuild because zoning standards, coastal resource policies and permit procedures live in one code book rather than a separate coastal ordinance layered on top. We treat Plan Morro Bay consistency and Title 17 district rules as day-one lot facts. (we confirm per lot)

3. Chapter 17.38 design review

Director path or Planning Commission hearing, often with the CDP

Chapter 17.38 of the Zoning Code and Coastal Implementation Plan requires design review for new construction and exterior work, with narrow exceptions for same-material replacements and work already covered by a prior design review approval. Larger single-unit projects go to the Planning Commission with public notice and a hearing; projects that do not meet those thresholds are decided by the Director, who may still refer a case to the Planning Commission when the public interest warrants it.

When a project also needs a Coastal Development Permit, Use Permit or Variance, design review files as part of that underlying application. Review looks at massing, site layout, landscaping, parking and related exterior features against Plan Morro Bay Community Character Areas and the City Residential Design Guidelines.

For a new house or a tear-down rebuild we treat the Director-versus-Planning Commission split as a schedule fact before schematic design locks height and floor area. (we confirm per lot)

4. Chapter 17.39 Coastal Development Permit

Local IP filings and whether the lot is appealable

Chapter 17.39 of the Zoning Code and Coastal Implementation Plan states that Coastal Zone development, as defined in the Coastal Act, needs a Coastal Development Permit unless an exemption or de minimis waiver fits. The Director reviews listed smaller categories when no other Planning Commission discretionary action is required and the project is not appealable to the Coastal Commission; the Planning Commission reviews everything else.

The California Coastal Commission coastal development permit page explains the statewide pattern after Local Coastal Program certification: most coastal permits are local, while the Commission keeps original jurisdiction on specified lands and appellate authority. The City publishes a Coastal Appeals jurisdiction boundary map; appealability is lot-specific and changes noticing and finality.

CDP review runs concurrently with other City discretionary permits, and those other approvals become effective only after the Coastal Development Permit is approved and remains consistent with it. Our SLO County coastal development permit guide and Pismo Beach building permit guide cover neighboring coastal patterns for comparison. (we confirm per lot)

5. City water and Water Equivalency Units

Chapter 13.20 rules when a rebuild adds new water use

The City of Morro Bay Water Division page delivers drinking water inside the City system and sustains fire-protection capacity. New construction that adds water users is also governed by the Building Limitation chapter of the Morro Bay Municipal Code: Chapter 13.20 Building Limitation regulates adding new water users so demand does not outrun supply.

Water Equivalency Units are the City’s accounting tool for that program. Units are allocated under an annual program, generally after required planning approvals, and a project that needs new units is not free to pull a building permit on hope of spare capacity. Allocated units run with the project and the property and are not transferable to another site.

We confirm whether the rebuild can rely on existing on-site water use or needs a new Water Equivalency Unit allocation before fixture counts freeze. (we confirm per lot)

6. Electronic Plan Review at Building

Portal submittal once planning is clear

The City of Morro Bay Building Division page handles plan review, permit issuance and inspections and runs an Electronic Plan Review program so Building, Planning, Public Works and Fire can review concurrently with a consolidated corrections list. Applications file through the City of Morro Bay Community Portal.

The City’s Building Permit Process flowchart is clear on order: screen whether a planning action is needed; if so, receive planning approval first; then route the building set; correct as needed; issue the building permit; inspect; and close with a certificate of occupancy or completion. Waterfront jobs may also involve Harbor review, and public-improvement work can need a separate encroachment permit.

  • Planning first when the exterior changes. A new house or full rebuild clears Title 17 planning and design review before Building takes the full set.
  • State Energy Code. The 2025 Energy Code applies to applications filed on or after January 1, 2026; our Title 24 overview explains the energy side of a new home. Confirm the City’s currently adopted code cycle with Building for the filing date.
  • CalGreen, soils and fire. Green building sheets, geotechnical work when site or mapped conditions require it and fire-code companion sheets ride with the building set.
  • Flood and fire-hazard maps. Check the address on the FEMA Flood Map Service Center and the State Fire Marshal’s fire hazard severity zone maps; our fire hazard severity zone guide explains what a mapped lot means for construction.

Owners weighing whether to pull permits themselves can read our owner-builder comparison. On steeper hillside streets above the Rock, our hillside lot guide covers grading themes. (we confirm per lot)

8. Lot questions to settle early

Facts to confirm before schematic design locks

  1. Is the lot inside City of Morro Bay limits, and is there a current boundary and topographic survey?
  2. Which Title 17 base zoning district and overlays apply under Plan Morro Bay?
  3. Will design review be decided by the Director or by the Planning Commission under Chapter 17.38?
  4. Is a Coastal Development Permit required under Chapter 17.39, and is the location appealable to the Coastal Commission?
  5. Does the project need new Water Equivalency Units under Chapter 13.20, or can it rely on existing on-site water use?
  6. Do flood mapping, steep slopes, protected trees, habitat overlays or easements move the footprint?
  7. Which Building Division Electronic Plan Review checklists and portal answers will ride with the building set?
  8. Will Public Works frontage or Harbor waterfront items need a separate encroachment or companion review?

Owners with an architect can send us drawings to estimate and build; owners starting from scratch can have Harrod Drafting & Design, our sister studio, draw the house and the permit set.

How we help

Our role on a Morro Bay custom home or full rebuild

Harrod Built (CSLB #986950) is a family general contractor working in Monterey, San Luis Obispo and Santa Barbara counties. On a City of Morro Bay new house or whole-home rebuild, we typically handle:

  • Early lot check. Title 17 zoning, design-review path, Coastal Development Permit and appeals status, Water Equivalency Unit needs and Building triggers, confirmed before we estimate.
  • Estimates while plans move. Numbers while massing and materials can still shift under planning review.
  • Demolition coordinated. Disconnects, demolition permitting and site protection arranged before the existing house comes down.
  • Engineered site work. Soils, grading, foundation, drainage and frontage built from the approved set rather than allowances.
  • City process support. Community Portal filings, planning package help, Water Equivalency Unit coordination and a tidy street frontage.
  • Design support. Harrod Drafting & Design can draw the house and permit set, or we build from your architect’s plans.
  • Landscape. Paso Robles Landscaping, our landscape company, handles planting, irrigation and hardscape to the approved plan, including fire-wise planting when mapped hazard rules require it.

Before hiring any builder, look up the license on the state license lookup; the CSLB’s advice on hiring a contractor and our article on how to check a CSLB license explain what to check. Nearby we also build in Morro Bay, Cayucos, Los Osos, Cambria, Pismo Beach, Avila Beach and Arroyo Grande, and across San Luis Obispo, Monterey and Santa Barbara counties, through general contracting or design-build. Our process page walks from estimate to move-in, and our contract type comparison explains fixed-sum and cost-plus agreements. For the local market, see our page on custom homes in Morro Bay and our hub for San Luis Obispo County custom home builders.

FAQ

Common questions

Something else on your mind? Call Michael at 805.712.8993.

Who issues building permits in Morro Bay?

The City Building Division, once planning, design review and Coastal Development Permit steps are clear. Filings go through the City Community Portal under Electronic Plan Review.

Do I need design review for a new house?

Yes. Chapter 17.38 puts new exterior construction through design review. Larger single-unit projects go to the Planning Commission; smaller ones may stay with the Director, often filed with the Coastal Development Permit or another discretionary approval.

Do I need a Coastal Development Permit?

Coastal Zone work generally needs a Chapter 17.39 Coastal Development Permit unless an exemption or waiver fits. Confirm Director versus Planning Commission review and appealability with Plan Morro Bay, Title 17 and the City coastal appeals map.

What are Water Equivalency Units?

Chapter 13.20 uses Water Equivalency Units to meter new water users on the City system. Units are awarded under an annual program, usually after planning approvals, when a project adds new water use before a building permit can proceed.

Does planning come before the building permit?

Yes whenever a planning action is required. The City flowchart shows planning approval first, then concurrent Building, Planning, Public Works and Fire review of the building set through Electronic Plan Review.

Does Harrod Built build in Morro Bay?

Yes. We build new custom homes and whole-home rebuilds across San Luis Obispo County, including the City of Morro Bay. Call 805-712-8993 or use the form on this page to discuss a lot or plan set.
