Planning guide · updated November 2026
Avila Beach is the small unincorporated harbor town on San Luis Bay — Front Street and the pier below, hillside lots above, with Avila Valley and San Luis Bay Estates stretching inland under the same County coastal plan. Unlike Morro Bay or Pismo Beach, there is no city hall issuing the house permit: County Planning & Building does. Here is how we stage a new home or tear-down rebuild so Specific Plan location, the Title 23 coastal land use permit and the District will-serve letter are settled before massing locks.
Harrod Built takes new custom homes and full rebuilds throughout San Luis Obispo County, including Avila Beach. Have an Avila Beach lot, an older house you intend to replace, or drawings that need a written estimate? Call 805-712-8993 or use the form farther down this page.

The short answer
Because Avila Beach is unincorporated, the County — not a city — runs both land use and building review under Title 23 and the San Luis Bay Coastal Area Plan. A Coastal Development Permit here is simply the County Plot Plan, Minor Use Permit or Development Plan that Title 23 assigns to the Coastal Zone. Inside the town Specific Plan area (the same map as the Avila Beach Community Services District), the Area Plan folds the Specific Plan in by reference and lets the Specific Plan win on conflicts; new uses there generally need a Minor Use Permit unless the Specific Plan says otherwise. Construction that will take District water also needs the Area Plan’s will-serve letter from the Avila Water District before Building can issue, and the District posts a preliminary will-serve form online. After land use is clear, the building set files in PermitSLO. Lots that are appealable can still reach the California Coastal Commission. (we confirm per lot)
1. Who actually reviews an Avila Beach house
County desks, District utilities and coastal appeal
There is no Avila Beach building department. unincorporated SLO County permits overview and PermitSLO online portal page are the County doors for land use and construction permits. Inside the District map, Avila Beach Community Services District handles water, sewer and fire protection. The split looks like this:
| Office or agency | What it controls on an Avila Beach rebuild |
|---|---|
| County Planning & Building | Title 23 land use category, San Luis Bay Coastal Area Plan Chapter 8 standards, Specific Plan conformity when the lot is inside the CSD/Specific Plan map, Plot Plan or Minor Use Permit decision, then Building plan check. |
| PermitSLO portal | Online filing desk for those County land use and building applications on unincorporated Avila parcels. |
| Avila Beach CSD | Will-serve letter when the house will take District water; sewer connection; fire protection inside the District boundary. |
| California Coastal Commission | LCP certification backdrop, original jurisdiction pockets, and appeals from appealable Coastal Zone lots via the County coastal appeal path. |
Summarized from County Avila Beach planning documents, the San Luis Bay Coastal Area Plan Chapter 8, the Avila Beach Specific Plan, the permit types glossary, Minor Use Permit / PermitSLO pages, the coastal appeal page, the Avila Beach CSD site and the Coastal Commission CDP page (read November 6, 2026).
Confirm the jurisdiction on the assessor map before you assume County rules. A Pismo Beach city lot uses our Pismo Beach building permit guide instead; the broader city-versus-County fork is in our SLO County city-versus-County permits guide. Coastal themes for the whole County shore live in our SLO County coastal development permit guide. We build here under our San Luis Obispo County hub and Avila Beach custom home page, and also in Pismo Beach, Arroyo Grande, Morro Bay, Cayucos, Los Osos and Cambria. For inland City of San Luis Obispo filings see our City of San Luis Obispo permit guide. (we confirm per lot)
2. Three Avila geographies under one coastal plan
Town Specific Plan, Avila Valley and San Luis Bay Estates
Start on the County County Avila Beach Planning Documents page hub. From there open the Avila Beach Specific Plan and the San Luis Bay Coastal Area Plan — those two documents, plus Title 23, drive most Avila rebuilds.
Chapter 8 of the Area Plan groups Avila Beach Urban Area Standards first for the town, then for Avila Valley and San Luis Bay Estates. The town Specific Plan is written into the Area Plan by reference for the area that matches the Community Services District boundary (Figure 8-3). If those two plans disagree, the Specific Plan wins.
A hillside lot in San Luis Bay Estates therefore does not automatically inherit town Specific Plan massing rules, and a Front Street parcel does. Sorting that map early keeps the schematic from chasing the wrong standards. (we confirm per lot)
3. How Title 23 turns into a coastal permit here
Staff Plot Plan versus Hearing Officer Minor Use Permit
Per the County permit types glossary glossary, any Plot Plan, Minor Use Permit or Development Plan issued for Coastal Zone development is itself the Coastal Development Permit. Title 23 is the ordinance book that sets those permit triggers for unincorporated coastal parcels.
Staff can issue a Plot Plan when the code keeps the project ministerial. A Minor Use Permit goes to the Hearing Officer. The County Minor Use Permit page how-to shows the PermitSLO upload, Cost Accounting Agreement and required drawings.
Inside the town, the Area Plan adds a blunt rule: new uses need Minor Use Permit approval unless the Specific Plan says otherwise (secondary dwellings are carved out; Tank Farm work needs a Development Plan). Compare that County pattern with our SLO County coastal development permit guide, Morro Bay building permit guide and Pismo Beach building permit guide. (we confirm per lot)
4. Will-serve letters from the Avila Beach CSD
Water authorization the Area Plan treats as a building-permit gate
Inside the District, the Avila Beach Community Services District is the water, wastewater and fire-protection provider. Chapter 8 of the Area Plan states flatly that a will-serve letter from the Avila Water District must be submitted before Building may issue a permit for construction that will have water service.
On the District Avila Beach CSD customer service forms page that letter starts as a preliminary will-serve application. Addresses outside the District line may use another water source entirely, so we verify the provider on the parcel before counting fixtures.
A tear-down that reconnects to District mains still needs that authorization path even when the old house already had service. (we confirm per lot)
5. County Building after the land use stamp
PermitSLO plan check for the residential set
Once Planning signs off, the residential set moves in PermitSLO online portal page. The unincorporated SLO County permits overview overview is the County’s front door for that unincorporated path.
- Order of operations. Exterior rebuilds finish Title 23 land use (and Specific Plan conformity where it applies) before Building opens a full plan check.
- Energy. Applications on or after January 1, 2026 follow the 2025 Energy Code; our Title 24 overview covers the homeowner-facing energy picture. Ask Building which cycle applies to your filing date.
- Site and fire sheets. CalGreen, soils reports when mapped conditions call for them, and fire-code companions travel with the set; inside the CSD the District is the fire-protection provider.
- Mapped hazards. Pull the address on the FEMA Flood Map Service Center and State Fire Marshal’s fire hazard severity zone maps; our fire hazard severity zone guide explains construction implications.
Owner-builder questions belong in our owner-builder comparison. Steeper Avila Valley and Irish Hills lots also lean on our hillside lot guide. (we confirm per lot)
6. Appeals after a County coastal approval
Why appealable lots change the calendar
After LCP certification, most coastal permits stay local, but the California Coastal Commission coastal development permit page keeps original jurisdiction pockets and appellate review. County staff point applicants to the County coastal appeal page page for that local appeal track.
Whether your Avila parcel is appealable changes noticing and when an approval is final. We read that map with the Title 23 permit type, not after drawings are frozen. (we confirm per lot)
7. Typical sequence
The order we use on an Avila Beach rebuild or new house
| Stage | What we settle | What tends to stretch it |
|---|---|---|
| Map the parcel | Confirm County (not city) jurisdiction, Specific Plan/CSD versus Avila Valley or San Luis Bay Estates standards, Title 23 category, flood/fire maps and easements. | Survey and County parcel records. |
| Land use / CDP | File the Title 23 Plot Plan or Minor Use Permit that doubles as the Coastal Development Permit; inside the town map, expect Minor Use Permit for new uses unless the Specific Plan says otherwise. | Hearing Officer calendar and completeness comments. |
| District will-serve | Collect the Avila Water District will-serve letter when the Area Plan requires it for water-served construction. | District review of demand and unit count. |
| Building set | Upload the residential plans in PermitSLO after land use clearance, including energy, CalGreen and fire sheets as required. | Correction cycles. |
| Build and inspect | Pull the issued permit, run inspections and connect District water/sewer when those services are part of the job. | Field scheduling. |
Common sequence for an unincorporated Avila Beach new house or whole-home rebuild; appealable coastal status or a Specific Plan conflict can reorder steps.
Our custom home timeline guide lays design, approvals and construction on one calendar. Nearby processes differ: our guides for Morro Bay building permit guide, Pismo Beach building permit guide, Monterey building permit guide, Carmel Highlands permit guide, Los Osos building guide, Carpinteria building permit guide, Goleta building permit guide, City of San Luis Obispo permit guide, SLO County city-versus-County permits guide, SLO County coastal development permit guide, Nipomo building guide, Santa Barbara Single Family Design Board guide, Montecito Board of Architectural Review guide, Montecito building guide, Hope Ranch guide, Santa Ynez Valley guide and Santa Barbara County building permits guide cover the neighbors. 8. Lot questions to settle early
Facts to confirm before schematic design locks
- Is the lot unincorporated County land in Avila Beach, Avila Valley or San Luis Bay Estates, or does it sit inside a city line?
- Does the parcel fall inside the Avila Beach Specific Plan / Community Services District boundary, or under other Area Plan standards?
- Which Title 23 land use category and overlays apply under the San Luis Bay Coastal Area Plan?
- Is the land use path a Plot Plan, Minor Use Permit or Development Plan, and is the location appealable to the Coastal Commission?
- Does the project need a District will-serve letter before the building permit, or can it rely on existing on-site water use?
- Do flood mapping, steep slopes, protected trees, habitat overlays or easements move the footprint?
- Which PermitSLO checklists and County Building answers will ride with the building set?
- Will frontage, drainage or Port San Luis harbor-adjacent items need companion review?
Owners with an architect can send us drawings to estimate and build; owners starting from scratch can have Harrod Drafting & Design, our sister studio, draw the house and the permit set.
How we help
Our role on an Avila Beach custom home or full rebuild
Harrod Built (CSLB #986950) is a family general contractor working in Monterey, San Luis Obispo and Santa Barbara counties. On an unincorporated Avila Beach new house or whole-home rebuild, we typically handle:
- Early lot check. Confirm County jurisdiction, Specific Plan versus Area Plan map, Title 23 permit type, appealability and will-serve needs before we estimate.
- Estimates while plans move. Numbers while massing and materials can still shift under planning review.
- Demolition coordinated. Disconnects, demolition permitting and site protection arranged before the existing house comes down.
- Engineered site work. Soils, grading, foundation, drainage and frontage built from the approved set rather than allowances.
- County process support. PermitSLO uploads, land use package support, CSD will-serve coordination and clean frontage work.
- Design support. Harrod Drafting & Design can draw the house and permit set, or we build from your architect’s plans.
- Landscape. Paso Robles Landscaping, our landscape company, handles planting, irrigation and hardscape to the approved plan, including fire-wise planting when mapped hazard rules require it.
Before hiring any builder, look up the license on the state license lookup; the CSLB’s advice on hiring a contractor and our article on how to check a CSLB license explain what to check. Nearby we also build in Avila Beach, Pismo Beach, Arroyo Grande, Morro Bay, Cayucos, Los Osos and Cambria, and across San Luis Obispo, Monterey and Santa Barbara counties, through general contracting or design-build. Our process page walks from estimate to move-in, and our contract type comparison explains fixed-sum and cost-plus agreements. For the local market, see our page on custom homes in Avila Beach and our hub for San Luis Obispo County custom home builders.

Is Avila Beach a city for building permits?
No. Unincorporated Avila Beach building permits come from County of San Luis Obispo Building Division through PermitSLO after any required land use and will-serve steps.
What counts as the Coastal Development Permit?
Under the County glossary, the Plot Plan, Minor Use Permit or Development Plan issued for Coastal Zone development is the CDP. Title 23 sets which of those permits the lot needs.
Town Specific Plan or Area Plan only?
The Specific Plan covers the area that matches the Avila Beach CSD boundary. Avila Valley and San Luis Bay Estates use other Chapter 8 Area Plan standards. Check the map before schematic design.
When is a will-serve letter required?
The Area Plan requires a will-serve letter from the Avila Water District before a building permit for construction that will have water service. The CSD posts a preliminary will-serve application online.
Can a local approval still be appealed?
Yes on appealable Coastal Zone lots. The County coastal appeal page and the Coastal Commission CDP page describe that path; appealability is lot-specific.
Does Harrod Built build in Avila Beach?
Yes. We take new custom homes and whole-home rebuilds across San Luis Obispo County, including unincorporated Avila Beach. Call 805-712-8993 or use the form on this page.
