Harrod Built is a family custom home builder and general contractor led by brothers Michael and Chris Harrod. Orcutt is an easy drive down the 101 from our Paso Robles office, through Nipomo, and we build new homes on your lot here, plus additions, ADUs and larger remodels.

Orcutt has everything from older lots near Old Town to newer tracts and larger parcels toward the hills. The permit path, the utilities and the site work depend on which one you have, so we start with a walk of the lot.

If you need plans, our design studio, Harrod Drafting & Design, draws them in-house so one team carries the project from design through construction.

Permits, water and sewer in Orcutt

County permits

Orcutt is not a city. It is unincorporated Santa Barbara County, so planning and building permits run through Santa Barbara County Planning & Development. North County building permits are handled at the County office at 624 W. Foster Road in Santa Maria, and applications are filed online.

The Orcutt Community Plan

Land use in Orcutt follows the Orcutt Community Plan, which sets zoning, development standards and service requirements for the area. On some lots in approved tracts, a new home needs only a zoning clearance before the building permit; other lots need a land use permit or more. We check which applies to your parcel with a County planner first.

Water

Most of Orcutt is served by Golden State Water, whose Orcutt system pumps groundwater from the Santa Maria Groundwater Basin. Larger parcels outside the system may rely on a private well. New service needs a will-serve and connection fees, so we confirm water early.

Sewer or septic

The Laguna County Sanitation District, run by County Public Works, provides sewer service to Orcutt and the unincorporated Santa Maria area. Lots outside the district usually need a septic system designed around soils and percolation tests.

Sandy soils and slopes

Sandy soils on the flats and slopes toward the hills both shape the foundation. A soils report early in design tells us what the footings and drainage need.

Fire zones

Parcels near open hillsides and oak woodland can sit in mapped fire hazard severity zones. Check your address on the CAL FIRE Fire Hazard Severity Zone maps; if it is mapped, the house is built to the wildfire chapter of the building code.
