What moves the price of an ADU, guest house or garage conversion in San Luis Obispo, Monterey and Santa Barbara counties, and how to keep the budget under control.

The short answer

An ADU is a small house, with small-house costs

How to read this guide. These are the cost drivers and patterns we see on our own jobs. Every site differs, so we don’t publish a per-square-foot number that would be wrong for most lots. The only way to get a real figure is a site visit and a written estimate from your plans, and that first visit is free.

An ADU has a kitchen, a bathroom, a foundation, a roof and its own utilities, just like a full house, packed into fewer square feet. That’s why the cost per square foot of an ADU is often higher than for a large home, even though the total is smaller.

1. Type

Detached, attached, conversion or junior ADU

  • Garage or space conversion. Usually the lowest total cost because the shell exists, though older garages can need a new slab, insulation, windows and structural work.
  • Attached ADU. Shares a wall with the house. Saves some foundation and roofing, but ties into the existing structure and systems.
  • Detached ADU or guest house. A new building with its own foundation, roof and utility runs. The most flexible, and usually the largest budget.
  • Junior ADU (JADU). Created inside the existing home, within state size limits. Often the simplest way to add a unit.

2. Size and fees

Square footage, and the 750-square-foot line

Size drives cost, and under state ADU law it also drives fees: local agencies can’t charge impact fees on an ADU with 750 square feet of interior livable space or less, and above that they can charge them in proportion to the size of the main house. Utility connection fees and capacity charges are a separate matter. See HCD’s ADU Handbook and the state ADU rules (California HCD) for the details.

3. Site and utilities

Where the money goes before the walls go up

  • Sewer or septic. In town, the new unit may need a longer sewer line or a pump. On septic, the existing system may need to be expanded or replaced to carry the extra bedrooms.
  • Water and power. Separate meters, a larger water service or an electrical panel upgrade are common line items.
  • Distance and slope. The farther the ADU sits from the street and the main house, and the steeper the path, the more trenching, grading and foundation work it takes.
  • Fire zone. In a mapped fire hazard severity zone (see the CAL FIRE Fire Hazard Severity Zone maps), the ADU is built to the same wildfire standards as a new home.
  • Coastal zone. On the coast, an ADU may need coastal review. The California Coastal Commission has issued guidance to help local governments simplify ADU permitting in the coastal zone.

4. Plans and permits

Plans, pre-approved designs and permits

Custom ADU plans let you match the main house and fit an awkward lot. Pre-approved plan programs can save design time: San Luis Obispo County offers pre-reviewed ADU plans, and Pismo Beach has a pre-approved ADU plan program. 5. Finishes and extras

The choices that change the total

Kitchen and bath finishes, windows and doors, vaulted ceilings, and especially outdoor space change ADU budgets a lot. Our Modern Ranch ADU in Paso Robles is a 1,200 sq ft, three-bedroom guest house with 1,200 sq ft of covered porches, an outdoor kitchen and a fireplace, so the porch and outdoor work were a big share of that job.

How much does an ADU cost on the Central Coast?

It depends on the type, size, site, utilities and finishes. We give a written estimate after a free site visit, rather than a per-square-foot guess.

Is a garage conversion cheaper than a detached ADU?

Usually, because the shell already exists, but older garages can need significant structural, slab and insulation work.

Are there fees on small ADUs?

Under state law, impact fees can’t be charged on ADUs of 750 square feet or less. Connection fees, capacity charges and permit fees can still apply.
