Planning guide · updated October 2026
Rural acreage around Paso Robles, Templeton, Creston and Adelaida is where many North County custom homes get built. The land is the easy part. The road, water, septic, fire rules and County permits decide the schedule and a lot of the budget. Here is what to check, in order.

1. Jurisdiction
City or County?
Land outside the Paso Robles and Atascadero city limits, including Templeton, Creston and Adelaida, is permitted by San Luis Obispo County Planning & Building through the PermitSLO portal. Our SLO County permits guide explains the two paths.
2. Legal lot and access
Is it a buildable parcel with a legal road in?
Confirm the parcel is a legal lot and that you have recorded access to it. Long private roads and shared driveways are common out here, and County Fire has width, grade and turnaround standards for them (we confirm per lot). Our guide to buying land in SLO County lists what to pull before you buy.
3. Water
Wells and the groundwater basin
Most rural homes in North County run on a private well. Parts of the area sit over the Paso Robles groundwater basin, which has its own County rules; see the Paso Robles Groundwater Basin program. Test the well for flow and quality before you design. Our well and septic guide goes deeper.
4. Septic
Soils decide the system
Septic systems are permitted under the County’s Local Agency Management Program (LAMP). Soils, slope, setbacks from the well and creeks, and the number of bedrooms decide the system type and where it can go.
5. Fire
Fire hazard zones, water storage and defensible space
Much of rural North County is mapped on the CAL FIRE Fire Hazard Severity Zone maps. In those zones the home is built to Chapter 7A wildfire standards, and County Fire reviews access and fire water supply. Our fire zone (Chapter 7A) guide covers the details.
6. Slopes, oaks and drainage
Siting the house
Pick the pad with grading, drainage, views and oak trees in mind. Steeper sites need more engineering; see our hillside lot guide.
7. Ag land
Vineyards and Williamson Act contracts
If the parcel is under a Williamson Act contract, the County’s Williamson Act program sets limits on homes and other structures (we confirm per lot).
8. Extra buildings
ADUs, guest houses, barns and shops
Rural lots are often big enough for a second unit or guest house. Our SLO County ADU rules guide covers the County ADU rules.

Who issues permits for rural land near Paso Robles?
San Luis Obispo County Planning & Building, for land outside the Paso Robles and Atascadero city limits.
Do I need a well to build on rural acreage in North County?
Usually. Most rural parcels have no public water, so a well is drilled and tested before or during design.
What septic system will I need?
It depends on soils, slope and bedrooms. Systems are permitted under the County’s Local Agency Management Program.
Does fire zone mapping affect my house design?
Yes. In a mapped fire hazard severity zone the home is built to Chapter 7A wildfire standards, and County Fire reviews access and water supply.
Can you look at land before I buy it?
Yes, and it’s free. We walk it with you and talk through access, water, septic, fire and the permit path.
